New Mexico has a complex gambling background. When the IGRA was passed by the House in 1989, it looked like New Mexico would be one of the states to cash in on the Indian casino bandwagon. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to draft a contract with New Mexico Native bands. When the panel came to an accord with two big local bands a year later, the Governor declined to sign the bargain. He held up a deal until Nineteen Ninety Four.
When a new governor took over in 1995, it appeared that American Indian betting in New Mexico was now a certainty. But when Governor Gary Johnson passed the compact with the Indian bands, anti-gambling forces were able to hold the accord up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the process moving on a full compact amongst the State of New Mexico and its Native tribes. A decade had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.
The nonprofit Bingo industry has increased from Nineteen Ninety-Nine. In that year, New Mexico not for profit game owners brought in only $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Not for profit Bingo earnings have grown constantly since that time. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the owners.
Bingo is categorically favored in New Mexico. All sorts of operators look for a bit of the pie. With hope, the politicos are done batting over gaming as a key issue like they did in the 1990’s. That’s without doubt hopeful thinking.
